The Capital Restructuring Financing Program

The state is holding a session on the Capital Restructuring Financing Program; please see information below on the event if your organization is interested in attending.

The Department of Health and the Dormitory Authority of the State of New York will hold an Applicant Conference regarding the Capital Restructuring Financing Program on Friday, November 21, 2014 from 1 p.m. – 4:00 p.m. at the Empire State Plaza, Concourse Level, Meeting Room 6, Albany.

For planning purposes, the Department is requesting that anyone wishing to attend the meeting, e-mail CRFP@health.ny.gov with the subject line:  “November 21, 2014 CRFP Meeting Attendance” and provide a list of names attending the conference.

DSRIP and Capital Requests

The DSRIP Project Design Grant Application that was submitted in June of this year included a list of anticipated “Capital Needs.”  Potential PPS Partners submitted a dollar amount and a brief description of the need for the capital in relation to a specific project.  The purpose of including capital information in the design grant application was to give NYS DOH a rough indication of the need for capital directly to support DSRIP projects.  AHI gathered the information from partners and submitted it in the application. These initial “capital need projections” were not evaluated by AHI or by NYS DOH.

Going forward, NYS DOH is establishing a Capital Restructuring Financing Program — a competitive RFA is expected to be released soon.  The RFA will be open to DSRIP participants and other eligible entities that are not participating in DSRIP. Additional details can be found here:   http://www.health.ny.gov/health_care/medicaid/redesign/docs/drsip_capital_restructuring_financing_program.pdf.  AHI expects that the submission of a capital need projection in the design grant application from a given partner, or lack thereof, will not in any way be tied to the RFA process. There will be a strong preference for capital projects that are closely tied to the DSRIP goals.

AHI is encouraging our PPS Partners, and any organization in need of capital to fund restructuring initiatives, to look closely at the RFA when it is released.

Leaders Announced for Regional Healthcare Innovation Teams

The RHIT teams include a wide range of partners from across the healthcare continuum; the teams develop project plans and budgets for their regions.  Leaders will be devoting significant time to DSRIP and will help ensure our region’s success as we continue through our DSRIP journey.

VAP Exception

Instructions on the VAP Exception have changed twice in the past two weeks.  We strongly encourage you to subscribe to the Medicaid Redesign Team LISTSEV. Please follow this link and then the instructions on the webpage to enroll:  http://www.health.ny.gov/health_care/medicaid/redesign/listserv.htm  This will help you to keep abreast of the VAP Exception and other DSRIP developments. Information is changing rapidly and the LISTSERV will provide you with more up-to-date information than that which is available on the DOH website.

An extension was just granted on the VAP Exception applications. You now have until 5:00pm, October 17, 2014 to complete and submit your application.

DSRIP Vital Access Provider Exception Application

NYS DOH has released the Vital Access Provider (VAP) Exception application.

You can find it here: http://www.health.ny.gov/health_care/medicaid/redesign/dsrip_safety_net_definition.htm

If you are a Medicaid provider who needs an exception to the safety net rule you need to submit the application to DOH by 10/14/2014. There are instructions as well as the application at the link above. DOH asked if you have questions about this application for you to e-mail BVAPR@health.ny.gov with your facility name and “DSRIP VAP Exception Question” in the subject line.
